As a major global exporter of affordable clothing, Taiwan is actively seeking new opportunities in the Chinese mainland market to reestablish its presence on the Asian fashion stage. Despite the growing recognition of some Taiwanese designers on the international scene, many believe that only a few have truly developed their own unique identities within Taiwan’s fashion industry.
However, this scenario could soon shift. In June, a new trade agreement between Taiwan and the mainland was signed, aiming to open up more opportunities for Taiwanese fashion designers. The deal includes reduced tariffs and stronger legal protections against intellectual property violations, which are crucial for the industry's growth.
The agreement was driven by former President Ma Ying-jeou’s efforts to ease cross-strait tensions and foster closer economic cooperation. According to Huang Chung-chiu, Deputy Minister of Economic Affairs, the tariff reduction is a positive development for Taiwan’s fashion sector. However, he emphasized that the industry must transition from mass production to innovation-driven strategies to remain competitive.
Once a leading force in global textile manufacturing, Taiwan has fallen to sixth place due to the mainland’s lower labor costs. Many major brands have shifted their production there, resulting in a significant drop in Taiwan’s textile exports. In 2009, the total value reached $9.4 billion, down 40% from its peak in 1997. The mainland remains Taiwan’s largest export market, accounting for 22% of total exports that year.
Previously, the mainland imposed an 17% import tariff on garments, but the new agreement will significantly lower these barriers, making it easier for Taiwanese designers to access the vast mainland market. Many believe that the shared cultural roots between Taiwan and the mainland will give Taiwanese designs a competitive edge over foreign competitors. Additionally, surveys show that a large portion of Taiwanese consumers are optimistic about the mainland market and expect it to become the most important market for their clothing industry in the future.
